Catbook Etiquette?

Is it rude to stroke a Cat Near You when you've never seen either the beast or its feeder, but just because it is an ickle cute kitten?  I mean, is that a horrible faux pas?  Help me, Auntie Etiquette, you're my only hope.

It's always seemed to be a faux pas NOT to stroke a cute kitten, regardless of circumstances.

If the kitten was looking frightened or overwhelmed it might have been. No matter how cute, most things don't want to be touched by strangers while having a freak out. (this is especially true if it got confused and thought you were someone known)

Otherwise it's ususally considered an insult not to pet if it appears welcome.
I'm allergic. And most people wont take "no thank you my eyes will swell shut" at face value.

Once or twice is probably ok, but too much unsolicited stroking invites injunctions and restraining orders, even on t'internet.

I was surprised, I couldn't find a cute picture of mine, they all seem to have a bi/tricycle in shot.
